Meeting Minutes

Local Human Rights Committee Meeting

Thursday, January 19, 2017

Items covered during the meeting:

  • Meeting was called to order at 1:00 p.m.
  • Everyone in the room introduced him/herself for the record.
  • Minutes for the October meeting were presented, but they were not complete, so will be approved at the next meeting.

  

Human Rights Advocates Report 

Providers should ensure service plans capture all medical and behavioral needs as identified in the SIS, Clinical Assessment, or doctors’ orders in accordance with 12VAC35-115-60.B.2

 Sound therapeutic practice is not about specific staffing ratios. It supports dignity and continuity of care.  Providers are responsible for ensuring adequate training for staff and adequate care for people they admit into their services. 

 Annual reports and data forms are due to Angela Harrison by February 1, 2017. The report should cover the time period January 1, 2016 – December31, 2016. This will be your last report submission.

 The Human Rights Regulations have been signed by the Governor’s Office and will go into effect on February 9th. Training for Region 1 will be provided on March 21 in the Staunton area- location to be announced.

 CHRIS Guidance:

As a reminder, providers should report any instances of potential abuse, neglect, or exploitation to the human rights advocate, and the authorized representative, no later than 24 hours after receipt of the allegation. 

When reporting, please provide information that is clear, relevant, and thorough. This allows regulators to understand the nature of the incident without needing to request additional information before closing the reports. 

 

 Comments from Affiliates

         Chuck Collins, Arc of the Piedmont commented on the Transition Fair that is coming up.  It will be held on March 11, @ PVCC from 8:30-12:30.  He encouraged all to attend. 

 Annual Reports from Affiliated Providers – All annual reports were mailed to Angela Harrison, DBHDS.

 

Business

  • The Choice Group – Request for affiliation.  They will be assigned affiliation per the new regulations.   
  • South Central Counseling Group – Request for affiliation.  They will be assigned affiliation per the new regulations.    
  • Wall Residences – Notification of new sponsored residential site (7814 Porters Road – Esmont, VA).
  • Selection of new members – John Shepherd was nominated and accepted position as the new chairperson and Bruce Ellsworth is the co-chair of the committee.

 

The LHRC Meeting was adjourned.

 The next meeting will be held on Thursday, July 20, 2017.
