Meeting Minutes

Items covered during the meeting:

  • Meeting was called to order at 1:00 p.m.
  • Everyone in the room introduced him/herself for the record.
  • Minutes for the July, 2015 meeting were approved

 Human Rights Advocates Report-  

 Mark Seymour -

-Jack Barber is the new Commissioner.

- CHRIS – There are over 4000+ reports pending.  Staff have been hired to assist advocates with the reports.

-Director of Licensing position is still open and the Department is actively recruiting. 

Comments from Affiliates- None noted.

  • Annual Reports from Affiliated Providers – Worksource Enterprises presented their annual report.   Not in attendance was Empowering Families Program (carry over from July mtg), Blue Ridge First Step, ARS Pantops Clinic, Meridian House, Counseling Alliance of Virginia and REACH.  They will be carried over to the next meeting.
  • Quarterly Reports – The following reports were not received, Blue Ridge First Step, ARS Pantops Clinic, REACH, and Elk Hill.


  • Health Connect America – Request for affiliation was approved. 
  • Region Ten – Request for medically necessary restraint was presented and approved, pending the physicians approval.  
  • Wall Residences – Request for 3 protective restraints were presented and approved.
  • .VIA – Request to use “time out” was presented and approved.    


The LHRC Meeting was adjourned.

 The next meeting will be held on Thursday, January 21, 2016
