Program Description

Early Intervention is a broad system of service and supports for infants and toddlers with disabilities and their families. Locally, these services are overseen by the Infant and Toddler Connection of the Blue Ridge. Region Ten, through its Step-by-Step program, is one of many agencies working together to provide the full spectrum of early intevention services.

Specific Early Intervention Services provided by Step-by-Step include developmental evaluations of a child's cognitive, motor, language, adaptive, and socio-emotional development; special instruction to infants and toddlers and their families in their home, to include special education and parental education on skill development; and service coordination for infants and toddlers and their families receiving services under the Infant and Toddler Connection of the Blue Ridge.

Population Served
Step-by-Step serves children birth to age three who reside in our service area and have a developmental delay, atypical development, behavior disorder and/or a diagnosed physical or mental condition that has a high probability of resulting in delay.

Program Description
The Infant & Toddler Connection of the Blue Ridge provides services and supports to infant and toddlers who have developmental delays and disabilities. Services are provided in the child’s natural environment, typically home or daycare, in all of planning district 10. Families who have concerns about their child’s development can receive free developmental screenings and evaluations from the Infant & Toddler Connection of the Blue Ridge. Support services to be provided are identified based on the family’s concerns. They might include physical therapy, speech therapy, education services, hearing aids, nutrition consults, or counseling services.

The focus of early intervention is to teach parents how to facilitate their children’s development through everyday activities. Early intervention provides education and support to parents, with the understanding that parents are the primary teachers of their children.

Services are provided through private therapy companies as well as public agencies, such as the community services board (see Step-by Step).
