Items covered during the meeting:
· Alan Donaldson, called the meeting to order at
3:00 p.m.
· Everyone in the room introduced him/herself for the record.
· The minutes from the LHRC meeting held in December 2007 were
approved.
· Human Rights Advocates Report- A number of providers have asked
about the complaints process. All complaints must be logged. Providers
were referred back to the Department of Mental Health’s website
that provides a power point walk through of all the changes. The policies
and procedures must be updated by March 1st. You are not required to
write these policies and procedures up and mail them in. Instead, they
will trust this has been done, and when the advocates come to visit
the providers, they will be able to see these changes. Providers can
also show they are in compliance by bringing a printed copy to the committee.
Mr. Collins mentioned the General Assembly and Mental Health statutes.
These will likely be changed significantly.
· Annual Reports from Affiliated Providers - The rest of the
meeting consisted of annual reports from Lakeview Virginia Neurocare,
The Lamano Agency, and Little Keswick School.
· Business- Wall Residences put forth a request for approval
for protective restraints for two individuals as well as appointment
of Next Friend. The restraints were approved. The Next Friend appointment
could not be made at this time. The individual would need to be present.
Blue Ridge Residential also requested approval of protective restraints
for three individuals and discussed 3 new sites in development. The
restraints were approved, but additional information will be provided.
Another provider requested approval for protective restraints for seven
individuals. This is a renewal and will be put on the next agenda.
· Region Ten’s Travel Protocol- Report documenting consumers
that are taken on outings and during stops, making sure they are accounting
for consumers. A consumer was inadvertently left behind during a day
program outing. After discussing the instance with Adult Protective
Services, it was suggested that we come up with this type of protocol.
There is also a sponsored placement licensed facility now.
· The committee discussed upcoming dates for meetings.

· The LHRC Meeting was adjourned.
