Service Overview

Mental Health Skill-Building Services (MHSS) is an array of intensive skills trainings and supports provided to individuals experiencing specific functional limitations as a result of severe and persistent mental illnesses.  Services are designed to enable individuals to achieve and maintain community stability and independence in the most appropriate, least restrictive environment.  Services are generally provided in the community or in the individual’s home with maximum attention given to reducing the potential for deterioration that could lead to hospitalization, or the intervention of crisis staff or the criminal justice system.

Program Length
Services may be authorized for six consecutive months, and may be reauthorized at six-month intervals or following any breaks in service of 30 days or longer

Eligibility Criteria
  • Must have clinical necessity for the service arising from a condition due to mental, behavioral, or emotional illness that results in significant functional impairments in major life activities
  • Must have a diagnosis of Serious Mental Illness (SMI)
  • Individual requires individualized training in living skills
  • Individual must have a history of one of the following: psychiatric hospitalizations, residential crisis stabilization, Intensive community Treatment (ICT) or PACT services, or placement in residential treatment facility
  • Individual must have had a prescription for anti-psychotic, mood stabilizing, or antidepressant medications within the 12 months prior to assessment date.
