Region Ten Housing Resources
Region Ten is pleased to offer housing supports for adults who are currently enrolled in Region Ten services. While we recognize that affordable, accessible housing continues to be an issue of concern for the community, Region Ten’s housing program is available for person(s) already enrolled in Region Ten services who meet a specific set of criteria. A list of our housing programs, including eligibility criteria, are outlined below.
What is Permanent Supportive Housing?
Permanent Supportive Housing (PSH) is permanent housing with indefinite leasing or rental assistance paired with supportive services. The program assists persons (or families) who have an adult or child with a documented disability, and individuals with a history of chronic homelessness.
What is Coordinated Entry?
Coordinated entry processes help communities prioritize assistance based on vulnerability and severity of service needs to ensure that the most acute cases receive services in a timely manner. Coordinated entry processes also provide information about service needs and gaps to help communities plan their assistance and identify needed resources. One of the main purposes of coordinated entry is to ensure that people with the most severe service needs and levels of vulnerability are prioritized for housing and homeless assistance.
Where are services available?
The Region Ten Housing department works within the Region Ten catchment and serves persons who reside in Charlottesville City, Albemarle, Greene, Nelson, Louisa and Fluvanna Counties.
What kinds of housing programs and supports are available at Region Ten?
Housing programming consists of various subsidies, vouchers and grants, including the State Rental Assistance Program (SRAP), DBHDS PSH, HUD PSH, Section 8 and HCV, and the City of Charlottesville grant program.
State Rental Assistance Program (SRAP): Serves individuals with a developmental disability (DD) diagnosis. Program services do not include intensive housing case management. Referrals are submitted by Region Ten DD Case Managers to the Department of Behavioral Health and Developmental Disabilities (DBHDS). If approved, DBHDS will then connect with the Region Ten housing program staff to initiate the eligibility process.
Department of Behavioral Health and Developmental Services Permanent Supportive Housing (DBHDS PSH): Serves persons with a serious mental illness (SMI) diagnosis who are able to live independently. The program provides intensive case management to program recipients. Referrals to the DBHDS subsidy are made by Region Ten Case Managers, Region Ten Intake staff, or other community partners. Preference is given to persons who may be discharging from state psychiatric hospitals, or meet criteria for Chronically Homeless (HUD definition).
US Department of Housing and Urban Development Permanent Supportive Housing (HUD PSH): Serves persons who are chronically homeless (meeting HUD definition). The program participants must include a SMI and/or substance use disorder (SUD) diagnosis. The program provides intensive case management, and participants are identified based on identified vulnerability by the Charlottesville Community Case Review Team. This team consists of members from Thomas Jefferson Coalition for the Homeless, The Haven, and PACEM.
Section 8/HVC: Program participants must have a disability and not be over the age of 65. Referrals are submitted by Region Ten Case Managers.
City of Charlottesville Grant: Program participants must have substance use disorder (SUD) diagnosis and/or be a former participant of Region Ten’s Mohr Center. The program provides intensive case management to all City Grant recipients.
